Shared Services Update
The Massachusetts Department of Public Health (DPH) has awarded four additional State Action for Public Health Excellence (SAPHE) Program grants for FY21. The SAPHE Program (formerly the Massachusetts Municipal Public Health Shared Services Program) is a direct result of the longstanding commitment and advocacy of the Coalition for Local Public Health (CLPH) to transform the Massachusetts local public health system through cross-jurisdictional sharing. Established with funding provided in response to recommendations of the Special Commission on Local and Regional Public Health on which CLPH played a critical role, the SAPHE grant program was launched in January with six grants focusing on planning for shared services or enhancing existing health districts . With these new awards to four groups representing twenty cities and towns, the SAPHE Grant Program provides an important opportunity to strengthen local public health services and protections to residents of almost 80 cities and towns. The four new planning grants starting are:
- North Suffolk Public Health Collaborative: Revere (lead municipality) with Chelsea and Winthrop
- Norfolk County–8 Local Public Health Coalition: Norwood (lead municipality) with Canton, Dedham, Milton, Needham, Wellesley, Walpole, Westwood
- Martha’s Vineyard Public Health Environmental District: Dukes County (Lead) Oak Bluffs, Chilmark, Tisbury, W. Tisbury, Aquinnah and Edgartown
- Mansfield (lead municipality), Foxborough, and Norton

The Office of Local and Region Health of the Massachusetts Department of Public Health (MDPH) seeks proposals from Boards of Health to support public health cross-jurisdictional sharing arrangements across Massachusetts municipalities. The shared services will be provided through new formal cross-jurisdictional sharing arrangements in accordance with the recommendations of the Special Commission on Local and Regional Public Health (Commission). - Applicants may request up to $50,000.00 (annualized amount).
- Office of Local and Regional Health anticipates awarding up to 4 grants for planning of new public health cross-jurisdictional sharing arrangements. Future funding levels are dependent upon state appropriations.
- Staffing patterns should be arranged to meet the needs of the proposed cross-jurisdictional sharing arrangement. Applicants must identify an individual who is responsible for grant deliverables, being the point of contact for the grant, and attending required meetings and trainings.
- Grant funds can be used for staff salaries, benefits, payroll taxes, consultants, facilities, travel, program supplies, and related expenses. The lead applicant may charge up to 15% to the grant for administrative costs. Funds cannot be used for equipment or capital expenses without prior written approval.
